ok it seems like i have been a newbie forever but im hoping i will not get flamed for this because i have googled and i have looked it up but nothing is working maybe im looking up the wrong phrases? im not sure but for some reason i always get this error

now i know that a socket is the port? so why isnt it opening the port im doing this on another computer in my house that has no firewall and it is not safe at all it just has what it needs to have to run im willing to do what ever i can to learn if someone can just name something for me to look up it will be much appreciated
